Bad SEM NIM crate caused ROC 12 problems. THe SEM NIM crate on
the upper target platform was not giving the correct voltages.
Power cycled the crate and the crate voltages returned to normal.
Not having this crate working meant that we didn't get gates to the ADC
for the SEM and this is what caused the ROC 12 errors.
It maybe a coincidence, but this SEM crate went bad at the same time
we had the magnet quench. Maybe something with the power?
