HDC1 and 2 HV's are reduced to 1920V which is close to the beginning of
plateau. This should reduce leakage current as well as amount of junk
"hits" per event.
EDC2 is also reduced from 1970V to 1940V for the same purpose. Smaller
amount of leakage should give less junks.
