I have removed the bandwidth limit on the root file transfers for right now. Since we're not taking data, we need to move the root files as fast as we can just to be able to clear disk space for tonight.
If we can't clear enough space by deleting transferred root files, we'll just have to throw some away and regenerate them on the farm eventually.
