Based on discussions with Katherine and Josh, it became apparent that the aluminum run plan as originally written didn't quite do what we want. The chosen current (1 uA) was too high to have the VDC on so we adjusted downwards. We also got more specifics about which QTOR settings to use.
So we are doing the following (the main emphasis is on the upstream targets since there is less data there).
QTOR settings:
4% DS Al: -1%, nominal, +1%
2% US Al: -1%, nominal, +1%, +2%, +3%
1%US Al: -1%, nominal, +1%
4% US Al: -1%, nominal, +1%
