switched target to manual heat for 5 min, temp dropped down to 18.60,
restored the IOC and temperature returned to 19. swtiched gpt2 high
alarm to 25 (previously 4). gpt13 and gbheat are also alarming, but the
values are consistent with those before the reboot. Changing alarms to
compensate.
