The target fan seemed to have a problem, probably it tripped off or
became slugish. PID loop oscillated wildgly. Same thing happened in
manual mode (had to twiddle pot up and down to keep near 19K).
After many tries (including resets, clears, updates, and power
cycling off then on), and with Greg's help, finally got the fan
back on with 60 Hz and drawing 3700 mA current. When apparantly
not working right, it was drawing a lot more (about 4900 mA).
Seems stable now, so turned on beam. I opened up the JT valve
from 17% to 34% to get a reserve power of 120 W with 80 muA beam.
