Beam energy stability

The stability of the beam or the relative energy of the beam is required at the level of $3 \times 10^{-5}$. This was accomplished in the previous E89-009 experiment even with employing the fast lock system. We need to monitor the relative energy of the beam. Details will be given in section 9.2.1.
